Conceptual review
Policies and procedures
Conceptual Review is the name SMAA Engineering has selected to replace the former TCPS term. It provides an early look at a proposed project; it is not a construction permit or authorization to start work. Formal eligibility and review rules are still being written.
Prepare a conceptual package
Project name, location, applicant organization, and a contact who can answer review questions
Brief narrative of the proposed use, work, and reason for review
Readable concept or site drawings showing existing and proposed conditions, with a drawing index and dates
Known property, lease, access, utility, phasing, or airfield constraints, if relevant
Any prior SRQ project, contract, task-order, or review reference
How the pilot review works
Enter the project information and obtain a submission reference.
Complete the applicable pilot checkout step, then upload supporting files through the linked Box request.
SMAA Engineering and its authorized AtkinsRealis reviewers assess the package and may request clarification or revisions.
Use the same reference on revised documents and correspondence; a new construction-permit submission may be needed later.
Procedure status: AtkinsRealis is drafting the policies and procedures. SMAA must approve the final scope, required exhibits, fees, review roles, and revision process before publication.

Property codes and pricing
Service and fee schedule
The schedule will help applicants identify the activity being reviewed—for example leased space, a hangar, site work, utilities, or signage—without forcing every project into an overly detailed code. No proposed rate on this pilot page is an adopted SMAA charge.
What each published fee entry needs
Plain-language service and property/activity category
Stable code, fee basis, calculation rule, and applicable submission route
Any approved exemption, waiver, deposit, or additional-review rule
Approving authority, effective date, version, and contact for a disputed classification
Pending: AtkinsRealis is preparing the category and price breakdown. SMAA leadership and Finance must approve the fee schedule and payment treatment. Draft PPC working files are not published as current rates.
Portal guidance available
Construction permits
Construction submission checklist
Use this route for proposed construction or maintenance work requiring SMAA Engineering review. The portal creates an intake record and collects plans; the record itself does not grant permission to begin construction.
Prepare a permit package
Project name, exact work location, scope, applicant/contractor contact, and related lease or contract number
Current drawing set with sheet index, issue or revision date, specifications, and technical calculations when applicable
Site access, staging, phasing, utility interruptions, and proposed construction dates when relevant
Separate agency permits, professional seals, safety plans, or insurance evidence where the project requires them
Prior conceptual-review reference and response to earlier comments, if one exists
After submission
SMAA may return an incomplete package or request revised plans. Keep each revision clearly dated and identified by the same portal reference. Do not treat portal receipt or pilot payment confirmation as permit issuance.
Use this SRQ route to coordinate a proposed structure, alteration, or temporary construction equipment that may affect airport airspace. An SRQ portal submission is not a Form 7460-1 filing with the FAA and is not an FAA determination.
Prepare the SRQ airspace package
Project location and a map or site exhibit showing the proposed footprint and nearby airport features
At least four plot points for the footprint in this portal; add more if needed. This is an SRQ intake requirement, not a statement that the FAA form always requires four points.
Coordinate datum, site elevation above mean sea level (AMSL), structure or equipment height above ground level (AGL), and overall top elevation AMSL
Permanent or temporary status, equipment type, operating dates, and maximum configuration or boom height
Earlier FAA aeronautical-study number or determination, if available
FAA filing is a separate step
Coordinate the responsible FAA filer with SMAA Engineering. When FAA notice is required, the current FAA Form 7460-1 is filed through the FAA's OE/AAA system. Provide the FAA case number or determination back to SRQ when available. The FAA, not this portal, decides the aeronautical-study outcome.
Invoices, pay applications, and change orders are distinct financial documents. The structured fields help reviewers find and compare records; the signed source document and supporting files remain part of the package.
Invoice: consultant or vendor billing
Invoice number and date, contract/PO and task order, billing period, and authorized submitter
Original and revised contract amounts, approved changes, previously billed, current amount, retainage if applicable, and amount due
Itemized work or expense lines that can be matched to contract tasks
Contract-required backup such as progress reports, receipts, timesheets, DBE participation, or subconsultant invoices, as applicable
Pay application: construction progress billing
Application number, period, contract and project identifiers
Schedule of values or equivalent itemized continuation, prior applications, work this period, stored materials if allowed, retainage, and balance to finish
Contract-required certifications, releases, and supporting schedules, if applicable
Explain any discrepancy between the entered summary and the signed pay application
Change order: proposed contract change
Contract, task order, and change-order identifiers; origin and reason for change
Clear scope and justification with supporting directive, RFI, estimate, or drawing revision
Original and proposed contract amounts, cost breakdown, funding source, and time or completion-date impact
Supporting approvals or signatures required by the underlying contract
Review and correction path
The Engineering-side invoice path is being tested with coordinator, inspector, project-manager, director, and SVP roles as applicable. A rejected or incomplete package should identify the correction needed; revisions should retain the same reference. Finance's downstream review, sign-off, and system handoff have not yet been approved as a portal workflow.
Finance decision pending: A Finance reviewer, Finance SVP, and CEO path was discussed. Confirm the actual approval order and whether Laserfiche, OpenGov, another system, or a manual package receives the approved record before publishing it as procedure.
The current checkout is a demonstration: it creates a demo receipt and processes no real funds. Authorize.net is being evaluated; the provider, fee schedule, settlement verification, refunds, and OpenGov/Finance handoff are not yet approved.
How the pilot checkout behaves
The portal assigns a submission reference and displays a service cart when a working fee is associated with the route.
The demonstration checkout records a demo payment reference and unlocks the secure document-upload step.
The PDF receipt is labeled for demonstration and is not evidence that Finance received money.
Do not enter card or bank information into the SRQ pilot portal.
What production payment must establish
An adopted service code, approved amount, effective fee version, and any waiver or exemption
A provider-hosted checkout so sensitive payment information is not collected by the submission portal
Server-verified transaction status tied to the SRQ submission reference before unlocking a paid route
Finance reconciliation, refunds, failed-payment handling, and an applicant receipt with the provider transaction reference
How to use the library
Check, prepare, then submit
Check: Confirm that the resource is approved and current.
Prepare: Gather the listed information and supporting files.
Submit: Start the correct portal route and keep the assigned submission number.
Respond: Use the same submission number for every correction or revised file.
Before submitting
Use the approved version
Final policies and fee schedules should identify an owner, approving authority, effective date, and revision number. Until they are approved, use this page only to prepare a pilot package and confirm any uncertain requirement with SMAA Engineering. Federal FAA links above are official references; SRQ review requirements and fees remain subject to SMAA approval.
